Beware of Scammers: Census (जनगणना) 2027 Scam – Stay Informed and Stay Safe

 

India is a nation of more than 1.4 billion people, and every few years, the government embarks on a massive task: the Census (जनगणना). This exercise is vital for planning schools, hospitals, roads, and welfare schemes. However, with the arrival of Census 2027, a new threat has emerged. This is India’s first “Digital Census,” and while technology makes things faster, it also gives scammers a new playground to trick innocent citizens.

Cybercriminals are now posing as government officials to steal your hard-earned money and personal data. If you are not careful, a simple “census survey” could lead to your bank account being emptied. This article provides a comprehensive guide on how to spot a census scam, what information the government actually asks for, and how to verify the person standing at your door.

 

  1. What is the Census (जनगणना) 2027 Scam?

A census scam happens when a fraudster pretends to be a government enumerator (census worker). They may contact you via a phone call, a WhatsApp message, or even show up at your doorstep. Their goal is not to count you, but to steal your sensitive information like Aadhaar numbers, OTPs, or bank details.

Since the 2027 Census allows for Self-Enumeration (filling your details online), scammers are sending fake links that look exactly like the official government portal. Once you click these links and enter your data, the scammers gain access to your digital life.

 

  1. Common Methods Used by Scammers

Scammers are getting creative. Here are the most common tactics they are using across India:

 

  • Fake Door-to-Door Visits: A person may visit your home wearing a formal shirt and carrying a clipboard or a tablet. They will claim to be from the “Census Department.” They might show a fake ID card and ask for a “processing fee” of ₹100 to ₹500 to register your family.The Fact: The Government of India never charges any fee for the Census. It is a free service.
  • The “Verification” Phone Call: You might receive a call from someone claiming your census data is “incomplete.” To “fix” it, they will ask for your Aadhaar number and then ask you to share the OTP sent to your mobile. The Fact: If you share an OTP with a stranger, they can instantly withdraw money from your bank or link your Aadhaar to a fraudulent account.
  • Phishing Links and WhatsApp Messages: Scammers send messages saying, “Click here to complete your Census 2027 registration to avoid a penalty.” These links lead to fake websites (e.g., [www.census-india-2027.com](https://www.census-india-2027.com) instead of the official .gov.in site).
  • Malicious Mobile Apps: You may be told to download a specific “Census App” from a link provided in an SMS. These apps often contain malware that allows the scammer to see your screen, read your messages, and steal your passwords.

 

  1. How to Identify a Real Census Official

The government has introduced several security layers to protect you. Before you let anyone into your house or share any information, check for these markers:

Identity Card Must carry a valid ID with a QR Code. Likely no ID, or a poorly printed one.
Appointment Letter Carries an official letter from the “Charge Officer.” Will make excuses about not having it.
QR Code Verification You can scan the QR code on their ID to verify them. Will discourage you from scanning anything.
Money Requests Never asks for money or “donations.” May ask for a small “registration fee.”
OTP Request Will never ask for a bank or Aadhaar OTP. Will insist on an OTP to “verify” you.

 

The New QR Code System

For Census 2027, the Office of the Registrar General has introduced a QR code-based verification. Every enumerator and supervisor must carry an ID card and an appointment letter with an embedded QR code. You have the right to scan this code with your smartphone to confirm that the person is a genuine government worker.

 

  1. Two-Phase Enumeration Strategy and Reference Timeline

Census 2027 will be conducted in a structured two-phase format to ensure comprehensive and systematic data collection across the country.

 

  • Phase I: Houselisting and Housing Census (HLO) is scheduled between April and September 2026. It will be held in a period of 30 days in each State/ UT, as per the convenience of the State/UT Governments. There will also be an option of Self-enumeration during a 15-day period just before the 30-day period of house-to-house HLO work. This phase will gather detailed information on housing conditions, availability of amenities, and assets possessed by households, while also creating the essential frame for the subsequent phase.

 

  • Phase II: Population Enumeration (PE) is scheduled for February 2027 and will focus on capturing detailed demographic, socio-economic, cultural, migration, and fertility-related information of individuals across households. As decided by the CCPA, enumeration of Castes will also be done during the second phase of Census.  For UT of Ladakh and snow-bound non-synchronous areas of UT of Jammu and Kashmir and States of Uttarakhand and Himachal Pradesh, Phase II will be conducted during September 2026. Exact dates of the Population Enumeration and questions will be notified in due course.

 

  1. What Information Will the Government Actually Ask?

To stay safe, you must know what questions are “official” and which ones are “scam signals.”

Scammers Will Ask For (And You Should NEVER Give):

  • Bank Account Numbers or Credit/Debit Card details.
  • UPI PINs or Passwords.
  • Aadhaar/PAN Card Photocopies (Enumerators may look at your ID for spelling, but they don’t need a copy).
  • Income Details (The Census generally doesn’t ask for your exact monthly salary or bank balance).

 

  1. How to Participate Safely in Self-Enumeration Facility

A major citizen-centric innovation in the Census 2027 is the introduction of self-enumeration facility with the following features:

 

  • The facility is accessible via a dedicated online portal – https://se.census.gov.in/;
  • It will be available in 16 languages (Assamese, Bengali, English, Gujarati, Hindi, Kannada, Konkani, Malayalam, Manipuri, Marathi, Nepali, Odia, Punjabi, Tamil, Telugu, and Urdu);
  • Respondents can fill details independently, after which a unique Self-Enumeration (SE) ID will be generated;
  • User Guide, Flow chart, FAQs, necessary ‘Tool Tips’, Tutorial video and validation checks for questions are provided in the Self-Enumeration Portal itself to ensure accuracy of data.
  • Data will be confirmed and integrated by enumerators during field visits.
  • Avoid Public Wi-Fi facility at parks or stations while filling out sensitive census forms.
  • Check and confirm the Self-Enumeration Facility portal URL before filling out sensitive census forms.

 

  1. Why is “Digital Arrest” Linked to Census Scams?

A dangerous trend in 2026-2027 is the “Digital Arrest” scam. Scammers call you claiming that your Census data was used for illegal activities or money laundering. They pretend to be police officers over a video call and “arrest” you digitally, demanding lakhs of rupees to clear your name.

Remember: No government department or police force will ever “arrest” you over a video call or ask for money to settle a case.

 

  1. Steps to Take if You are Scammed

If you realized too late that you shared information with a scammer, do not panic. Act quickly:

 

  1. Call 1930: This is the National Cyber Crime Helpline number. Report the incident immediately.
  2. Visit www.cybercrime.gov.in: File an official complaint online.
  3. Block Your Cards: If you shared bank details, call your bank and freeze your accounts immediately.
  4. Inform Local Police: Visit your nearest police station and report the person who visited your home.

 

  1. Important Guidelines for Every Indian Household

To ensure your family stays safe during the Census 2027 period, follow these simple rules:

 

  • Don’t Rush: Scammers create a sense of urgency (e.g., “Do this now or your ration card will be cancelled”). Real government processes are never that aggressive.
  • Educate the Elderly: Scammers often target senior citizens who may not be tech-savvy. Tell them never to share OTPs or let strangers inside without verifying their ID.
  • Verify at the Gate: You don’t have to let an enumerator inside your living room. You can answer the questions at the door or gate.
  • Keep Your Phone Safe: Never hand over your phone to an enumerator to “help” them fill the form. They should use their own government-provided device.
